Practical information for participants

Registration

Registration for the meeting will take place on the following days at the Radisson Blu hotel on the 1st floor in front of room Libreville 1:

  • 3 July 2022 from 10am to 1pm and from 2pm to 6pm
  • 4 July 2022 from 10am to 1pm and from 2pm to 6pm
  • 5 July 2022 from 7:30am to 1pm and from 2pm to 6pm
  • 6 July 2022 from 7:30am to 11am and from 2pm to 6pm
  • 7 July 2022 from 7:30am to 11am
  • 8 July 2022 from 7:30am to 11am

 

The meeting will start at 8:30 a.m. on Tuesday morning at Libreville 1+2 at the Radisson Blu hotel.

 

Access to the meeting rooms and conference venue is only permitted upon presentation of access badge and photo ID document. Controls will be carried out during the entire time of the conference.

 

You must wear your badge and carry a photo ID document with you at all times.

 

Shuttle between conference hotel and other hotels

A complimentary shuttle service will navigate between the hotels listed on the hotel list and the Radisson Blu hotel on meeting days.

In order to use the shuttle, please show your invitation letter or conference badge to the driver.

The shuttle will circulate regularly. The departure times will be displayed at the reception of the hotels.

 

Internet

Access to internet is complementary at the Radisson hotel and in the meeting rooms.

 

Weather information

July is a warm summer month, with average temperature varying between 22.5°C (72.5°F) and 26.5°C (79.7°F). The average relative humidity in July is 82%.

 

The standard time zone is UTC+1 hour.

 

Plugs

Please note that you might need a plug-adapter.

In Gabon the power plugs and sockets are of type C. The standard voltage is 220 V and the standard frequency is 50 Hz.

 

Currency

The Currency in Gabon is the Central African CFA Franc, XAF.

Health information

If you need to take regular medications, we kindly ask you to bring them in sufficient quantities.

Vaccination against yellow fever is required. Please make sure to bring your vaccination record with you, otherwise you may not be granted entry to the country.

 

Covid

Please note that no proof of negative pre-departure COVID-19 test result is required to enter Gabon. We do however strongly recommend that you carry out a test (either PCR or rapid test) prior to departure in order to ensure not only your safety and wellbeing but also the wellbeing of other meeting participants.

Please check if a Covid-19 test is required in your country in order to fly out.

The Gabonese government will carry out complimentary tests upon your arrival at Libreville airport.

Travelers are required to wear masks in indoor public places. Please make sure to bring your own masks with you.

For those who need of a PCR test in order to fly back home, there will be a complimentary test station at the Radisson Blu hotel where tests can be done. Please inform yourself whether you need a test and under what conditions.

This test station can also be used if you want to carry out a rapid test during the meeting.

 

Documents

Pre-session

In order to minimize the environmental impact of the meeting, participants are kindly asked to either bring their own copies of the meeting documents or to use paperless versions as printed copies will not be provided on site.

In-session

The organizers will display the agenda and floor plans in strategic places at the conference venue. All in-session documents will be posted on the event website at the end of the meeting.

 

Travel expenses and subsistence allowances (funded participants only)

According to the GIZ travel regulation, funded participants are entitled to receive travel allowances to cover additional expenses when participating at meetings financed by the GIZ. The GIZ regulations are based on the German income tax law. The compliance of GIZ projects to the travel regulation is central part of the annual internal control and external revisions.

The reimbursement of travel expenses covers the reimbursement of the travel expenses directly incurred on a business trip in relation to:

  • travel costs;
  • additional expenses for meals;
  • costs of overnight accommodation;
  • ancillary costs.

The meal and accommodation allowances are fixed by the German government each year for every country in the world.

The meal allowance is split in two rates: the full rate for an absence of a full day and a reduced rate for an absence of less than 24 hours from home. The reduced rates apply normally on the day of departure and return.

Meals which are provided to the participant free of charge as usual subsistence on the occasion of or during the meeting, either from GIZ or from a third party at GIZ's instruction must be stated accordingly in the travel expense account. The full meal allowances shall be reduced based on the statutory provisions of the regulations governing how meal expenses are handled for tax purposes (for breakfast 20%, 40% in each case for lunch or evening meal). This reduction is made regardless of whether meals are actually consumed.

Any meals provided free of charge in an aircraft must always be specified in the travel expense account.

According to the GIZ regulation this means that in case half board is provided at a GIZ meeting, there will be a deduction of 60% from the lump sum which the participant is entitled to receive. In case that full board is provided, there will be a deduction of 100% from the lump sum which the participant is entitled to receive. No additional meals allowances will be paid in this case.

Please note that the deduction is always calculated based on the full day rate.

Deductions for food provided (based on the lump sums for Gabon)

  • Breakfast: deduction of 20%, this corresponds to a deduction of 10,40 EUR from the amount to be perceived
  • Lunch: deduction of 40%, this corresponds to a deduction of 20,80 EUR from the amount to be perceived
  • Dinner: deduction of 40%, this corresponds to a deduction of 20,80 EUR from the amount to be perceived

According to GIZ regulations, payment will be made in FCFA as follows:

  • Perdiem on meeting days (5, 6, 7 and 8 July): 52 Euros (34.109 XAF)
  • Perdiem on travel days: 35 Euros (22.958 XAF)
  • Accommodation / overnight package: 92 Euros (60.348 XAF)

All payments will be rounded down to 5 XAF

Payment will be made at the venue of the meeting on

7 July from 10am to 6pm

8 July from 8am to 6pm

A schedule with the time slots for participants will be displayed at the venue.

Please provide your boarding passes and the original of your mission order to justify the various payments. Please note that any eligible refund according to GIZ procedures (visa fees, transport in the country of origin between your home and the airport, airport taxes or other ...) requires the presentation of an original receipt. Travel by private vehicle between home and the airport and the use of a driver must be authorized in advance by GIZ. If you are not sure if an expense qualifies for a refund, please contact the organizer prior to the event.

Receipts must contain at least the following information in order to be accepted: full contact details including phone number of service provider, date, amount and currency, detailed description of service rendered. The receipt must contain information as well if the service was paid for, otherwise please make sure to have proof of credit card payment or wire transfer with you.  

The GIZ reserves the right to refuse receipts if they do not fulfill the required criteria.
The Director Administration and Finance of GIZ who is responsible for Gabon will be present. In case of dispute concerning reimbursements, he will take the final non disputable decision.

 

Participants staying at the Radisson or Park Inn Hotel: Please make sure to pay your extras prior to departure (minibar, restaurant, bar, laundry, phone, etc.). The GIZ will only cover accommodation including breakfast for your entire stay as well as lunch on meeting days.

Mrs Salina GRENET-CATALANO was appointed on July 5, 2024, by decrees of the Prime Minister and the Minister in charge of Europe and Foreign Affairs, the Director of Global Affairs of the Ministry of Europe and Foreign Affairs.  It is in this light that she takes over Mr Christophe GUILHOU and becomes French’s new Co-facilitator for the Congo Basin Forest Partnership (CBFP).

PANGEA investigates variation between and within Earth’s two largest tropical forests in the Americas and Central Africa while integrating datasets and research from existing and complementary activities across the tropics. African Agriculture Under Climate Change - CBI

In his book, "How to Avoid a Climate Disaster: The Solutions We Have and the Breakthroughs We Need,” Bill Gates singled out CGIAR centers, which have been at the forefront of supporting the world to feed itself through research including developing improved higher-yielding varieties of important staples such as maize and rice, as doing work that is “indispensable in creating new climate-smart crops and livestock for the world’s poor farmers.”

PANGEA at Congo Basin Forest Partnership 20th MoP

The PANGEA Scoping Campaign had a strong presence at the 20th Meeting of the Parties of the Congo Basin Forest Partnership from May 31 – June 5, 2024 in Kinshasa, DRC. The Summit of the Future (SOF) - Highlights for 22 September 2024

After a series of broken silence procedures in the lead-up to the Summit, the Summit of the Future (SOF) opened under a cloud of uncertainty when the Russian Federation made a last-minute proposal for an amendment to the outcome document. However, following a quick voting round, delegates adopted the Summit’s negotiated outcome, the Pact for the Future, and its two annexes: the Global Digital Compact and the Declaration of Future Generations. The rest of the day then proceeded largely as planned, with general statements by high-level representatives taking place in parallel with two interactive dialogues on the Summit’s themes.

Highlights and images for 22 September 2024: Summit of the Future

The Summit of the Future opened with some drama when the Russian Federation tabled its objection to several paragraphs in the outcome documents: the Pact for the Future, the Global Digital Compact, and Declaration on Future Generations. In the end, after months of negotiations, the Pact was adopted. UN General Assembly (UNGA) President Philémon Yang thanked the Co-Facilitators for steering a complex negotiating process and described the just-adopted Pact as a reflection of “our pledge” to lay the foundation for a sustainable, inclusive, and peaceful global order.

 The Central African Biodiversity Working Group adopts common views for COP-16 at the CBD and related meetings at the end of their 38 meeting held from September 9 to 13, 2024 in Brazzaville. Philémon Yang of the Republic of Cameroon becomes President of the 79th session of the UN General Assembly

New York, 10 September 2024 – Philémon Yang, former Prime Minister of the Republic of Cameroon, took office today as President of the 79th session of the UN General Assembly at a time when the urgent need to strengthen multilateralism respond to new and emerging challenges is increasingly acute. The theme of President Yang’s mandate is “Unity in diversity, for the advancement of peace, sustainable development and human dignity for everyone, everywhere”.  His priorities range from boosting gender equality, advancing multilingualism to combatting terrorism. Under his leadership, efforts will focus on fostering more effective collaboration and finding effective solutions to global challenges.

UNGA 78 President Hands Over Gavel to Successor as UNGA 79 Opens - Un

On 10 September 2024, the UN General Assembly (UNGA) closed its 78th session. Addressing the Assembly for the last time as its President, Dennis Francis (Trinidad and Tobago) underscored the important role of the multilateral system in overcoming complex challenges. Philemon Yang (Cameroon), President-elect of the 79th session of the UNGA, subsequently took an oath of office, pledging to perform his duties “in all loyalty, discretion and conscience.” This was followed by the opening of the Assembly’s 79th session.

Abidjan Declaration on raising Africa’s ambition to Reduce Desertification, Land Degradation and Drought - UNEP

07 September, Abidjan - African Environment Ministers meeting in Abidjan have called for the establishment of a legally binding protocol on drought management under the UN Convention to Combat Desertification (UNCCD), with a special focus on Africa. The call for action comes amid growing concerns over the detrimental impact of land degradation, drought and desertification on the continent’s socio-economic stability, food security, and environmental sustainability.

Armed conflict and governance of natural World Heritage sites in Africa. A review

A search was carried out using Google Scholar and Scopus (for the period 2000-2023) and official reports (from the inscription of the site until 2024) submitted by countries on the state of conservation of natural UNESCO World Heritage sites in Africa. The scientific literature does not sufficiently address the determinants of armed conflicts affecting African Natural World Heritage sites or the connections between the quality of governance of Protected Areas and the emergence and/ or resolution of armed conflicts. Understanding the origins and foundations of these armed conflicts requires an in-depth analysis of several determinants linked to the existence of these protected areas and an assessment of the effectiveness of the governance systems, which is rarely available.

UN Launches First-Ever Live Map of Large Mammal Migrations - CMS

Bonn / Laramie, 4 September 2024 - Today, a groundbreaking online map was launched showing the migration paths of land animals around the world. An international team of over 80 scientists has collaborated to create the first-ever interactive migration map of hooved mammals such as antelopes, guanacos and zebras, that routinely travel large distances at different times in the year. Such animals are collectively called “ungulates".

FAO Forestry Roadmap seeks innovative solutions to global challenges

Rome – A new roadmap guiding the work of the Food and Agriculture Organization of the United Nations (FAO) on forests was endorsed on Wednesday by members at the 27th Session of the Committee on Forestry (COFO 27) in Rome. New publication - Measuring Local People Perception toward Wildlife and Conservation at the Periphery of the Dja Biosphere Reserve, East Region, Cameroon

This study addresses the need to explore the attitude and perception of local residents toward wildlife and conservation. Questionnaires, surveys and field observations were used in data collection. A total of 400 people was conveniently selected in 16 villages from October to December 2015. Data analysis relied mainly on factor analysis and structural equation modelling in SPSS 21 and Smart-PLS software.

International Day of the World’s Indigenous Peoples 2024

On 23 December 1994, the United Nations General Assembly decided, in its resolution 49/214, that the International Day of the World’s Indigenous People shall be observed on 9 August every year. The date marks the first meeting, in 1982, of the UN Working Group on Indigenous Populations. The International Day observance will take place online on Friday, 9 August 2024. This year’s theme is: Protecting the rights of Indigenous Peoples in Voluntary Isolation and Initial Contact.

MOP20 Summary side event Towards legal, sustainable, and healthy wild meat value chains in Central Africa: progress insights from the SWM Programme

Side event organized by the Sustainable Wildlife Management Programme on the 04/06 from 8h30 to 9h30 am. United Nations member states are committed to reducing hunger, improving health, and conserving natural resources through the Sustainable Development Goals. Additionally, the Kunming-Montreal Global Biodiversity Framework aims to conserve 30% of terrestrial and marine areas by 2030, promoting sustainable wildlife management and equitable benefits. However, in Central Africa, the unsustainable wild meat trade threatens food security and biodiversity, making these goals challenging to achieve.

MOP20 Summary side event SWM Programme - Legal Hub: A tool for analyzing the Legal Framework governing value chains in particular on wild meat

The Sustainable Wildlife Management (SWM) Programme presented its innovative Legal Hub at the recent 20th Meeting of Parties (MoP20) of the Congo Basin Forest Partnership. This event was held in Kinshasa, Democratic Republic of the Congo (DRC), from 3 to 5 June, 2024. A specific side-event titled "A Tool to Connect Different Sources of Law" showcased the Legal Hub’s critical role in enhancing the legal frameworks governing wildlife management across multiple countries, including the sub-region.
